The first wave of U.S. commercial deployments of 5G have been implemented, and only a handful are expected before year-end. But, 5G deployment will be limited to a few select markets unless significant hurdles can be overcome.


This unique one-hour webinar, moderated by Paul Kirby and Lynn Stanton, the experts behind Wolters Kluwer’s TR Daily and Telecommunications Reports, will discuss the ways in which government can either add regulatory hurdles or smooth the obstacles to deployment.

Our all-star panel of industry experts will be providing their expert knowledge and insights on the current landscape and a wide range of topics including:

Zac Champ, Vice President of Government Affairs for the Wireless Infrastructure Association
D. Zachary Champ is Director, Government Affairs for the Wireless Infrastructure Association (WIA) where he coordinates and executes the association’s government relations activities with Congress, the FCC and other federal agencies, state legislatures, and local governments. WIA strives to achieve reasonable wireless facility siting solutions across the country in order to facilitate the delivery of the wireless services that users demand. Prior to joining WIA, Zac worked as a manager and counsel at a leading trade association concentrating on issues related to federal procurement of information technology systems, smart grid, and cloud computing. He has experience in the state General Assembly of Connecticut, the U.S. House of Representatives, and the U.S. Senate. Zac served as Editor-in-Chief for the Syracuse Journal of Science and Technology Law and president of the Syracuse University Communications Law and Policy Society. Zac received a J.D. from Syracuse University College of Law, an M.P.A. from the Maxwell School of Citizenship and Public Affairs, and a B.A. in Political Science from the University of Connecticut. Zac is a member of the University of Connecticut Alumni Association, D.C. Chapter Board, and an active member of the Federal Communications Bar Association. Diane Griffin Holland, Vice President of Law and Policy at USTelecom
Diane Griffin Holland is Vice President of Law and Policy at USTelecom, where she develops and implements the association’s policy and advocacy work before the Federal Communications Commission (FCC) and the courts. 

Prior to joining USTelecom in December 2014, Holland enjoyed a distinguished 18-year career at the FCC, serving in various leadership roles as a policy advisor and a communications and administrative law counselor. In her last position as the deputy associate general counsel for administrative law in the FCC’s Office of General Counsel, Holland oversaw the legal analysis and review of all matters relating to broadband and wireline competition, including universal service, telecommunications relay service, consumer protection and privacy, and enforcement. She also provided legal advice to the general counsel, chairman and commissioners, and FCC bureaus and offices. Previously, Holland held numerous positions in the Wireline Competition Bureau (and its predecessor, the Common Carrier Bureau), including associate bureau chief and chief of staff. 

In addition to her current work at USTelecom, Holland serves as Vice Chair of the North American Numbering Council, an FCC federal advisory committee. Holland received her J.D., cum laude, from Howard University School of Law, and Master of Laws (LL.M.) from Georgetown University Law Center.

Brett Kilbourne, Vice President of Policy and General Counsel at Utilities Technology Council 
Mr. Kilbourne is currently Vice President of Policy and General Counsel at the Utilities Technology Council (“UTC”) where he provides legal guidance to utilities on telecommunications issues both pending before federal and state agencies and being considered in Congress. UTC is the national representative on telecommunications matters for its electric, gas, and water utilities and natural gas pipeline company members, which range in size from large combination electric-gas-water utilities which serve millions of customers, to smaller, rural electric cooperatives and water districts which serve only a few thousand customers each. Brett received his Juris Doctor degree in 1998 from Catholic University and his Bachelor of Arts degree in 1987 from the University of the South. He is licensed to practice law in the state of Maryland and is a member of the American Bar Association and the Federal Communications Bar Association. Full Bio->

Gerry advocates for public and private property owners regarding issues of law and policy arising from federal and state communications legislation and regulation. He is also one of the nation’s leading authorities on marketplace solutions for the seamless integration of cable and wireless technology into communities. He authored “Critical Connections” and “Wired for Profit,” two leading guides on the integration of telecommunications technology into the built environment. He developed the first model license agreements for access to buildings and rooftops to promote cooperative relations between telecommunications service providers and property owners, while protecting both parties’ interests.

Gerry serves as legislative counsel and lead Washington advocate for TeleCommUnity, a collection of local governments dedicated to ensuring respect for local rights in federal legislative and regulatory activity.

Brandon Presley, Mississippi Public Service Commission Chairman
Brandon Presley was elected Public Service Commissioner for the Northern District of Mississippi in 2007, re-elected in 2011, and most recently re-elected in 2015, winning 31 of the district's 33 counties. Elected to the Public Service Commission at age 30, he was the youngest Commissioner ever elected in Mississippi. Prior to his election to the Public Service Commission, he served as Mayor of Nettleton from 2001 to 2007, having been elected at the age of 23, making him one of the youngest mayors in Mississippi history. 

Commissioner Presley currently serves as the Chairman for the Mississippi Public Service Commission. He has also served as President of the Southeastern Association of Regulatory Utility Commissioners, which is composed of Public Service Commissioners from the eleven (11) Southern States and Puerto Rico. He is a member of the board of directors of the National Association of Regulatory Utility Commissioners (NARUC). Presley serves on multiple NARUC boards and committees. He is co-vice chair of the Committee on Gas and is a member of the Consumer Affairs Committee and the International Relations Committee. He is a former member of the board of directors of the National Regulatory Research Institute (NNRI). Commissioner Presley currently serves on the advisory committee for the New Mexico’s State University Center for Public Utilities and also serves on the advisory committee for Midcontinent Independent System Operator (MISO).
